No new features are planned for 3.xx releases, all proposed new features
will land in 4.0 if there are proposed and merged before the freeze date
(2026-01-16, see the 3.99 in the roadmap schedule
https://www.qgis.org/resources/roadmap/#release-schedule ).

You must propose your PR on the master branch, and yes new features PRs
are welcome (as long as you don't try to push it to 3.xxx branches,
those branches are only for fixes.)
