[QGIS-Developer] QEP 416: Expression filter on vector layers

Hi there

As already announced once on this mailing list, I want to propose a new
filter possibility for vector layers.

See this QEP about the new filter option on vector layers similar to the
query builder, accessible via Layer > Filter. This enables us to filter all
types of vector layers according to QGIS expressions and use elements such
as variables, custom functions and more.
