[QGIS-Developer] ETRS89-XXX fallouts (aka PROJ 9.8.0 related issues)

Hi,

Not a QGIS bug, but just to make you aware that we (PROJ) are seeing 
several reports from European users that are facing issues with the 
deployment of the new ETRS89-XXX datums in the EPSG database that is 
provided with PROJ 9.8.0, instead of previous use of generic ETRS89 
datum ensemble, in particular for datum transformations between those 
new datums and existing national datums. 
https://github.com/OSGeo/PROJ/pull/4736 has a few examples of such 
issues. If there are other cases, please report (as PROJ tickets) so we 
can report back to EPSG.

It could be wise for OSGeo4W installers to downgrade to 9.7.1 in the 
mean time, especially for QGIS 3.44 build (didn't check which PROJ 
version it used)
