Hi Umar,
well as long as Python is authorized on the workstation, the exec_command is also possible from Python.
Power users often run command line tools like gdal to automate tasks.
Be aware that GIS users are often power users, flirting with dev, datascience automation and the best security feature for them is securing the OS environnement and network / datasources privileges.
QGIS without python support is also possible, but is probably not helping anyone, in that case, you should aim toward a web app.
