[QGIS-Developer] LTR 4.x Blocker tag

Hi all,

I'd like to help fix the issues blocking the next LTR (4.4). Following 
the announcement on the blog [1], I looked for the new "LTR 4.x Blocker" 
label on GitHub, but couldn't find it yet.

Could someone create the label and start tagging the relevant issues? In 
the meantime, if anyone already has a list of known blockers, or a few 
issues they'd like help with, I'd be happy to pick some up.
