[QGIS-Developer] Pausing new contributors until policy is revised

Hi list,

(Please don't take this as anything personal to the two contributors who've
just been proposed for committee rights, I agree that they deserve these
rights 💯)

Can we pause nominations for new contributors until the GitHub rights
security issue is resolved? That's a discussion which only started today,
but I think it's critical we lock in a proper policy before opening the git
rights any further (and further widening the existing security hole).
