[QGIS-Developer] Nomination for Germán Carrillo as QGIS core committers

Hello,
I'd like to propose that Germán Carrillo (https://github.com/gacarrillor) be
granted core committer rights.
Germán has been active in the QGIS community for many years and, if I’m not
mistaken, has been a contributor for nearly a decade.
He has exemplary personal qualities. He’s always open to suggestions and ready
to help and contribute to improving the project.
He is committed to staying involved with QGIS and continuing as an active
contributor. Personally, I think it was almost a historical mistake that he
wasn’t nominated sooner.
