[Qgis-psc] Proposal to do initiate a dev project for each QGIS release

This is certainly a topic we should discuss. I'm slightly leaning towards
focusing on infrastructure rather than features (mostly because features
seem easier to sell).

If we consider such projects in next year's budget, we could always vote a
few months in advance which one should be tackled next and look for a dev.
