agreed. IMHO a reasonable procedure is:
* I can approve all core devs and psc member req
* all other cases will be brought to the psc
* in case of no reply by the majority of psc members within a reasonable
time (3 days? 1 week?), the request is denied
* we have a fairly special case for the growing number of non EU devs:
for these, expenses are one order of magnitude higher, so I think we
have to decide whether to treat all on equal basis (nice, but very heavy
on our budget) or otherwise.

I understand this kind of questions are totally unattractive to most or
all PSC members, but please do not leave me alone to decide on this.
