I don't mind changing the limits (e.g. financial, timespans etc) or making
minor changes, but I would prefer to leave the bulk of that document as is.
The arbitration stuff that is currently in that doc is useful - we have had
problems in the past with people expecting reimbursements and then not
getting them and I would like it to be clear how appeals can be made
against decisions etc.
I think the writing of activity plans etc. is a reasonable request to
make of attendees in return for funding their expenses., and provides a
quick and convenient way to assess if contributors are bona fide or not.
