[Qgis-psc] Voting on revised charter

I thought that we wouldn't meet at all. Given our bad experience with 
things like Skype/Hangout/etc. it seems quite impossible to have a 
telcon with 30+ people. Besides we have voting members from almost all 
continents and that would mean that some couldn't attend. Everything 
would be voting only through Loomio. But we'd need to give voting 
members a chance to bring up issues that need to be voted as part of the 
AGM.

Also, we need to officially vote PSC members and the board, and give 
people a chance to be a candidate for PSC or the board.

I currently feel sick and will have a look at it tomorrow.
