The language based filter is already possible. But as I explained
before, it is not very useful. 

The language of a user does not necessarily have much to do with the
region or country where a feed item is meant to be distributed. 

In general, I think a lot of users run QGIS in english, but live in many
different countries, even if the native language of their country is a
different one than english. Just because their english is good enough,
all the tutorials, blog posts, etc. are usually in english and sometimes
the translations in other languages might even be confusing. 

For Switzerland, I know for sure that many (or even most?) users run
QGIS in english, but english isn't an official language there. Also
using just one language as a filter, doesn't suit Switzerland well with
4 official languages. Events in Switzerland are sometimes multilingual. 

Also - a QGIS event in Australia - might not interest people with QGIS
set to english in most other parts of the world. Again, the language
filter is not useful here. 

The only really useful filter is the Geofence. I wouldn't mind, removing
the language based filter from feed.qgis.org alltogether. I think in
most cases it is useless.
