Hi Andreas,
the language filter prevents the 'Finnish annoying factor' Matthias
explained. I would think having your QGIS suddenly speaking Chinese or
Thai could even be scary for someone.
More generally, some news should ideally be translated (e.g. release
announcements), some geofenced (e.g. local conferences.
Of course, we have to deal with our limited resources.
