[Qgis-psc] Qt-for-Python

Hi Andreas,

Yes, the work would indeed be spread among 2022 and 2023, but again if the
decision is taken to migrate.
Anyhow, this work will be tight to the migration to Qt6 and QGIS 4
(Qt-for-Python would live along PyQt at least up to the branching of QGIS
4).
