[Qgis-tr] linguist vs. transifex in GUI translation

Hi!

Just updated the language file for pt_PT on transifex to the latest 
version .. So that you can take a look at it ..
Still have to figure out if I can unlock translation only for specific 
languages ..

There is one more advantage of transifex .. I connected the main 
resource file for the (original) english language to github, so it gets 
automatically updated whenever I update it on github.
Unfortunately this is only possible for the resource file and not for 
translation files ..
