[Qgis-tr] Updating QGIS translation into Khmer

Hi!

Uploaded the latest qgis_km to transifex ..
So from now on you are "switched" to transifex.
If you need any help just ask ..

Currently I try to migrate all languages to transifex, but a few are
just not responding any more..
After the next release transifex will be the default way of
translation with few exceptions.

So yes - transifex is the official point of localisation for QGIS ..
For Webpage, Documentation AND (definitely after 2.6 releasee) also
Desktop GUI now
