[Qgis-tr] Is it possible to get a language 100% tarnslated?

Oh, I always thought that updating qgis_en.ts doesn't make any sense - qgis
doesn't use it and it never gets any translations.

But scripts/update_ts_files.sh now also always updates qgis_en.ts - to give the
transifex users a chance to catch up quicker.

BTW is there also a automatic process that pushes new website translation
strings to transifex?
