[Qgis-tr] Issue while uploading translations made with QtLinguist to Transifex

This can solved by using the "Review" function in Transifex; reviewed 
strings shouldn't be owerwritten - new translations to those are 
supposed to be added as suggestions.
The reviewer has access to all suggestions which have been made for a 
particular string.
