[Qgis-tr] New QGIS web site

Thank you for creating the new website.

The new website's mechanism has been changed to a framework called Hugo, so
I don't think we can use Transifex to translate it the same way we did
before. This time, the text of the website seems to be provided in Markdown
format. We can create localized web pages by editing the text of the
Markdown file and changing it to messages in each language. However, this
method makes it difficult to update the localized version in response to
changes in the English version. https://github.com/PhuNH/hugo-gettext If we
use this mechanism, we can convert the Hugo text into a po file and
separate the internationalized part, so we may be able to share the
translation work using Transifex or Weblate. I still don't know how to use
this. There may be other good tools, so if you know of any, please let us
know. I think we should consider how to internationalize and localize the
website.
