[Qgis-tr] New QGIS web site

The previous QGIS website used a framework called Sphinx.

Sphinx has internationalization and localization functions, and there is a
po file format for translation work. The website source was managed on
GitHub, and the translation part of the po file was done with transifex,
and the internationalized web page was updated by building it using the
updated po file on Github.

The new web pages use a framework called Hugo instead of Sphinx.

I have never used Hugo before, so I am currently learning.

For now, I've found that by rewriting MarkDown, I can change the heading
text in the middle to Japanese.
However, this method makes it difficult to divide up the translation work.

I am looking for a way to convert Hugo text into a po file so that I can
translate it.
We think that if we can convert Hugo's English text into a po file, we can
divide the translation work among ourselves using transifex.

According to the PSC, we are planning to set up localized websites for each
user group in each country, so I thought it would be a good idea to
exchange information here about how to internationalize and localize
websites.
