Either add /usr/local/qgis/lib to your $LD_LIBRARY_PATH or add
/usr/local/qgis/lib to /etc/ld.so.conf (or create a
/etc/ld.so.conf.d/qgis.conf containing that path) and run ldconfig.

BTW if I understood correctly Chris downloaded and installed the debs
from launchpad manually instead of using apt-get - including an old
version of libqgis1.  Using apt-get that shouldn't happen.
