I use usually windows7 - 64 bit.
And it work very well with qgis from os4geo installer (qgis-dev version)
I don't use the rasters functionality, but the qgis-grass plugin work
without any problem.
perhaps is a problem of path.
On windows 7 - 64 bit
there is two specific directory for the programs:
the first is
"c:\Programmi" (equivalent to the "c:\program files" in the english
version)
the second is
"c:\Programmi(x86)"
the Operating system (windows 7) automatically use one or the other if
the installed program is 64bit or 32bit.
Perhaps in your windows-xp qgis (or the python) was installed in the
wrong directory (64 bit).
