Hi Adam, 
You can run QGIS in and Android tablet but it is limited (and last time I looked at it, it looked more like a beta project.  It also did not have python support). (Correct me someone if I am wrong).  I was also running it on a 7 inch tablet and that was also a bad idea. 
Besides, opening a 1.6 GB file on a device that has 1 or 2 GB is probably a no go.  You would need to chop it down in smaller pieces. I could help you. 
Also, I find that a tablet, in the field, has a very bad battery life compared to a true GPS.  Your best bet for search and rescue is probably to send that shp file to a track or waypoint file into a good GPS.  QGIS has plugins that can do this and a good GPS will have software that will read shp file or give you they tools to convert them.  You would need a compatibles GPS receiver. 
But it depends on what you need.  If you want, I could help you out with the project.  I am in Montreal but from Ottawa and would be happy to help out since you will probably go after me in the bush some day. I am in Ottawa often.
