[Qgis-user] Suggestions for converting Raster to Vector Format

Ok, it seems Qqis lacks the ability to assist in converting raster (scanned) maps into vector format?  I figured there would at least be an overlay capability to assist in tracing vectors over an image.

Appreciate any insight into this.
