Hi,

I don't think that there is an agreement with Google.
But I think to remember that the Bing-maps are available for  
georeferencing, cause they are used in OpenStreetMap editors (But I don't  
know if this only allowed for OpenStreetMap data)

Apart from those "legal" issues, I recommend you to try the new  
QuickMapServices plugin.
