[Qgis-user] Issue with 3.4.9 LT Release and Help documentation

In the 3.4 LTR release, there is a setting for accessing the help documentation via the Help menu. In my case, it is failing to access the web based help and instead sending me to a file on disk.

Log results after clicking on Help in GUI:

Page that gets opened in the default web browser:
C:\Packages\OSGeo\QGIS 3.4\apps\qgis-ltr\doc\nohelp.html
 
Help document locations referenced in Settings > Options > General:
https://docs.qgis.org/$qgis_short_version/$qgis_locale/docs/user_manual/
https://docs.qgis.org/3.4/en/docs/user_manual/

I know the desktop machine has internet access as I can access other websites, including the online help if I manually paste the help link into a browser.

Any tips?
