[Qgis-user] Export data to scale

I can't help you.  I didn't know OCAD could import a
shape file.  That is good to know.  I see OCAD 8 will
not import a shape file.  Presumably OCAD 10 will, and
maybe OCAD 9 will too.

Hope you find an answer.
