Usually the rotation etc. is done either to true north or at 90° to
this, so I would test by adding 90 to the rotation expression in the
labels to see whether this works.
Perhaps you could store everything inside a geopackage rather, similar
to a CAD file, although yes, they are not all linked. You could then do
table join if you wanted to, but probably unnecessary. You can emulate
the CAD colours by having a CSV table of RGB colours, which relate to
the CAD colour names and which then you can link to the attributes and
use the RGB in your colour expression and in the same way as well as
line type. You can also emulate the line thickness by using the
attribute in the line layer.
