It's been a long time since I've dealt with Windows, but I remember it
used to be possible to install a program system wide for all users, or
just for the current logged in user.
If you did both, you could get two different versions installed at the
same time.
How did you install the original 3.34 version?
Have you tried removing the old 3.34 and manually reinstalling it system
wide, then manually installing 3.44 system wide as well, as a test?
That should correctly upgrade the installation and would confirm if
this is the underlying issue. Only if that process fails would it be
considered a bug on the QGIS side, but if that works then it suggests
the problem is in the way the original version was installed.
