Check out "Contour plugin".

It works with an irregular grid, and you can specify ranges and
granularity.  I have gotten reasonable results given incomplete data
(RTK topo points), except that if your data is not convex it will
hallucinate in the area not in your data but in the convex hull -- but
who can blame it!
