[SAC] git hookscripts repository

FYI: I've created an /osgeo/git/hookscripts directory on the TracSVN
machine to hold common scripts for use with git hooks and put that
directory under a GIT repository published in the open here:

  https://git.osgeo.org/gogs/sac/git-hookscripts

The only script in there is currently a custom version of the
post-receive-email script that's broken in the git package, but
maybe in the future we'll need more.

The Gogs-hosted repository is public as there are no sensible
information in there (please don't commit any)
