[SAC] [Urgent] Proposal for new OSGeo site hosting

That would be great Jeff, and yeah thanks for all the times you have helped
me personally wrestle with our drupal website.

I actually liked Alex's phrasing of contributors as a way of opening this
up to additional manpower so you (or any volunteer) would not be on
critical path.  We should make sure to look at total effort to be realistic
about the amount of effort involved (upgrades, backups).
