 How necessary is this plugin? We generally try to avoid plugins as much as
 possible to avoid dependency and upgrade issues.

 I'm +0 on forcing external links to open in new windows/tabs, it is widely
 debated what the better default behavior is in the world of tabbed
 browsing, where users can easily right-click/long-click to open it in a
 tab if they want.
