Info about mail server change

Hi Vicky/all: thanks for your hard work on this important migration.

Suggestions:
- downtime should be advertised as 1 hour (at the least).  It is
better to underpromise and overdeliver :)
- "Note that: probably mails will be lost": make it clear that there
*MAY* be loss of email for messages sent / in the queue during the
downtime
- communicate downtime window as:
  - begin downtime: Saturday 20 September 2025, 4h UTC
  - end downtime (estimated): Saturday 20 September 2025, 5h UTC
