[SoC] GSoC - pgRouting, OpenGraphRouter

Hi Andrey,

We want to have the student select her/his favorite topic and describe with
the project proposal how you plan to implement the new feature you selected.
If you're interested in all of them, then pick the one you think that fits
best to your skills and the needs of the project. We don't want you to
select a topic that is too difficult for you to implement and we want to
ensure that you keep your motivation level high and don't get frustrated
;-)

With your project proposal you show us how you're planning your project. We
will help you if you have particular questions, but most of this plan is up
to you.
