[SoC] Intrested in New GUI for MapWindow 4 (C#)

Hi All,

I am student form Warsaw Military University of Technology (Poland). I would
like to help you during this year google summer of code in New GUI for
MapWindow 4 (C#). I have already created some proof-of-concept prototype and
go througth mantis to check how it is connected to bugs.

After I created draft proposal for GSoC project and I would like to ask you
about opinion on it.
