Pierre,

That doesn't look like the right link you need (not sure where the right
one is though). But I can explain the difference.

A Mentoring Organization + Org Admin is in charge of the application to
GSOC and submitting rankings of student applications to fill slots.

A Mentor, actually oversees the work of a specific student on a specific
project as picked by the Org above. The mentor needs to be registered
because they have to write reviews of the students progress.

Now to find the right page for you to register...
