[SoC] GSoC Introduction - Maoguang Wang

Hi all,

I am Maoguang Wang, a third year undergraduate in Xi'an Jiaotong
University, China. I will contribute to pgRouting during this GSoC period
with my mentors.

My project aims to implement Minimum-cost flow and Chiness Postman Problem
