[SoC] Draft proposal for GSoC 2019

Hi All,
I am looking forward to work with OSGeo organization in GSoC 2019. I love
being part of open source and wanted to contribute so I have created a
proposal for  " Adding Augmented Reality (AR) support to the MapMint4ME
Android Application " Project.
