[OSGeo-Standards] OGC name for a tile cache

well, I guess this is the right list to debate if Arnulf or somebody 
else should try to stimulate some OGC bodies to have a look at Tile 
Cache implementation and to open up the discussion.

Arnulf, could this be possible? would it make sense?
