That's the text that ended up in the final version of the MOU.  
Unfortunately MapServer doesn't qualify for free certification as it's  
not a Reference Implementation for any particular standard, and it's  
not currently one of the 1st three to pass beta conformance tests  
(although SPS 1.0 and WCS 1.1.1 still need a 3rd implementation).

I need official verification, but I'm pretty sure we'd be happy to  
issue a certificate to OSGeo for Mapserver.
