This page seems to have all the information
https://help.launchpad.net/Packaging/PPA

1. Alan(or another Guru creates the PPA)
2. Contributors register with launchpad, including public signing key
3. Alan grants your account permission
4. Use dput to upload the package source and diff files

The really relevant commands are 1/2 down that help page.

I'm happy to help you figure it out as I've been meaning to also.
