[Ubuntu] How to install the correct proj version?

Thank you very much Etienne, that solved the problem.

Some months ago I had a similar issue with python-gdal. Aparently qgis
(or something) was installing additional gdal libraries in /usr/local,
but back then this only affected qgis. I imagine this later issue has
similar roots, I never touch the /usr folder unless there's a problem,
like it's case, and in this system I install all the gis software from
the repo.
