[Webcom] Website theme changes!!

Hi Lorenzo,

This looks really good, nice work! The only change I'd like is the 
freedom to put the OSGeo logo into a block. That way I can put 
everything in the right nav into a single block. I think it will look a 
little cleaner that way.
