Yes, I think our (MapGuide) preference for this would be to have all of the osgeo content in a single block on the right hand side.  Something like the attached sidebar_example.png.

I've attached a copy of the logo which should look better at that resolution (with no tagline) as well.

I agree that we (WebCom) should probably enforce some layout requirements, but I want to be sure that we have something that we're all happy with and willing to push out as guidelines for the non-hosted projects as well.  
 
At this point, I'm happy just saying that the sites should use the colours recommended in the OSGeo branding guidelines
