[ZOO-PSC] Requesting funds to go the FOSS4G 2017

Hi Gerald,

It's not really clear to me, how you come to a conclusion, that your
request has been denied by the PSC.
The votes I saw were:

   - +1 from two voters
   - +0 from one voter
   - 0 from two voters

So this is more positive than negative, and there is no veto or something
similar.
In my own comment I also just expressed some concern, but I also said, that
there is no reason not to make a request for funding. I'm not the OSGeo
board, so I'm not in the position to decide on the funding ;-)

What I think to be fair though is to request the mentorship money for GSoC
for the project.
Since Zoo-Project has been participating in GSoC, why not ask for that
money?
