[Oceania-Board] Open Street Map Agreement

Thanks all for handling this at short notice. I know you're all doing
your best and trying to balance efficiency, practicality, and procedure.
All of which are important.

As a non-board member, I am curious how it is decided which topics go to
the vote, and which ones are run of the mill that any board member can
approve?
