[Board] Minutes from 12 November meeting

While I was happy to vote for covering travel costs - I did not expect to
use them myself as I will be attending the event.
The general theme (and the reason for me voting +1) is that if we are
expecting an OSGeo member to operate in an official capacity on behalf of
the foundation I would like OSGeo be in position to reimburse the
individual for additional costs incurred.
I believe this is consistent with covering Jeff's cost to attend the
upcoming Moscow event (we are asking Jeff to represent the foundation in an
official capacity).
This is nothing specific about Jeff or his role as our president - instead
it is the boards request to have a representative in an official capacity
present at the event. I feel a board member or charter member may be able
to fulfill that role.
I expect this (and any future board) to keep the current budget in mind and
balance the need for members to act in an official capacity in mind when
planing or approving such activities.
To bring this back to the current example of foss4g 2016 bonn:
* If I am asked to attend a face to face meeting, I may ask that an
addition day of accommodation be covered, since I am otherwise attending
that event.
* It may not make sense to schedule a face to face meeting (depending on
board priorities and budget looks like)
