[FOSS4G-UK] FOSS4G Uk financials

On donations - only a small proportion of people paid, despite a lot of
cajoling, so we thought about £20 I believe, as a way of a) raising funds
and b) cutting no shows. IMO we should definitely charge something, if only
to cover lunch.
