Hi Paolo,
currently, the sync stuff is achieved by the "gs-notifier" plugin. You can
find the configuration under "$GEOSERVER_DATA_DIR/notifier/notifier.xml"

I don't think, as far as I know, there exists actually a parameter to
disable it via configuration (even though it would be quite easy to
implement it).

You can try by playing a bit with the notifier.xml file parameter.
Nevertheless, the most secure way would be to remove temporarily the
notifier JARs from the "geoserver/WEB-INF/lib" folder.
